We turn this time to the senators and representatives of the Republican Party of the United States of America, in a desperate effort to convey a different vision to what you may have about the Venezuelan tragedy and, especially, about the danger that the totalitarian, genocidal, infrahuman and tyrannical regime of Nicolás Maduro – in partnership with its counterparts in Cuba, Russia, Iran, China, and Turkey – represents for the security of the United States of America, its citizens and residents.
In an interview that was made to Ambassador Otto Reich on Miami television (2006), he said that it was a great strategic error, on the part of the different US presidential administrations, not to take into account, seriously, the “Cuban Case”.
Since Castro came to power in Cuba in January 1959, much of the American continent has suffered political, economic, social and military ravages generated by the hand of Castro-Stalinism, a perverse regime that has developed military operations, even in countries as far as Algeria (1963), Syria (1973), Angola (1975-1991), Congo (1975-1980), Ethiopia (1977) … with participation in wars in Vietnam, Cambodia and Afghanistan.
Islamic and young Hispanic-Americans with Marxist ideology, have been trained in Castro’s Cuba. The Cuban Revolution has financed Communist guerrilla movements in Bolivia, Nicaragua, El Salvador, Mexico. Castro has intervened in governments of the region such as Jamaica, Guyana, Chile, Grenada, Bolivia, Panama and, of course: Venezuela. He has been promoting the independence of Puerto Rico for decades.
Cuba has lent itself to serve as a base for international drug trafficking and has even participated in operations to send narcotics to the United States and has infiltrated its agents in the most important defense and intelligence institutions of the United States of America.
However, the dangers that Castro-Stalinism has represented in Castro’s Cuba, is nothing comparable to the damage that for the region, including the United States of America, could produce the pro-Castro regime of Nicolás Maduro in Venezuela.
Venezuela is mined with enemy elements to the United States and what our country represents for the western world and for the planet Earth in general. There are Hezbollah operatives cohabiting, for more than a decade, with Venezuelans, mainly in the northeastern region of the country. Venezuela is virtually taken by Russian, Chinese and Iranian forces, among other terrorist organizations. It is preying on the non-renewable natural riches of one of the richest countries in the world. Cobalt, uranium, gold, diamonds, iron, bauxite, leave weekly to enemy countries of the United States of America.
Venezuela is a safe and unpunished bridge of international narco-traffic. Heroin and cocaine go to the markets in the Caribbean, Europe, the United States, and Canada, under the noses of all these affected countries.
Each day that goes by is a day in favor of this infernal enemy and the free world refuses to take the necessary corrective, preventive and defensive measures.
The Venezuelan Constitution in paragraph 11 of Article 187, contains the tool to allow humanitarian aid through foreign military intervention, however, our representatives refuse to invoke it, despite being aware that every day dies a contingent of Venezuelan citizens hand in hand with hunger, lack of medicine and the underworld directed, supervised and financed by the regime of opprobrium that destroys us.
We in the Venezuelan National Resistance Movement (MRNV) are totally and absolutely convinced that there is tacit complicity, very evident, between the evil-considered opposition and the genocidal and malefic regime represented by Nicolás Maduro
On the one hand, we are told that Juan Guaidó is the president in charge of Venezuela, recognized by more than 50 countries of the free world, and yet the National Assembly (the Venezuelan Congress) has published a statute with the rank of law (1), which ensures that for the assembly to appoint a president in charge, first the usurpation of the presidency by Nicolás Maduro must cease. We must emphasize that most of the parties of the so-called Venezuelan opposition belong to the Socialist International Organization…their leaders – including Juan Guaidó! – are, in fact: ¡Socialists!
It is amazingly amazing that while our president, Donald Trump, attacks socialism in all its forms, he recognizes a group of alleged opponents who declare themselves – openly – to be Socialists:
The need to go to an electoral process is being spoken to us with much insistence. We fear that this process would be carried out without due guarantees and, even, with the possible participation of the usurper Maduro: something unusual! Secretary of State, Mike Pompeo himself, has recently warned that he welcomes a crystallized electoral process, but after Maduro is deposed from power in Venezuela.
We see with great pleasure the elimination of the suspension of chapters III and IV of the Helms-Burton Act. By affecting Cuba and freeing it from international Castro-Stalinism, would bring benefits – to a large extent – to the struggle for the freedom of Venezuela. We also approved all the sanctions applied to the Venezuelan regime and its closest acolytes, however, it seems to us that these measures further distance the option of a military intervention of combined forces to achieve the total liberation of our suffering country.
We believe in the ACTIVE, GENERALIZED and SUSTAINED participation of the Venezuelan people in the fight for our freedom. We have been proposing the total paralysis of our country, but we have found a neutralization of our efforts, through the matrix of opinion generated by those who today lead what the world understands by “Venezuelan opposition“. We do not know, yet, how that political faction – supposedly oppositional – intends to achieve in Venezuela the cessation of the usurpation, to establish the necessary “transitional government“, which will allow us – as soon as possible and once the voter registry has been purged and a new directive of the National Electoral Council is appointed – free, crystalline, competitive and duly supervised elections by international agencies and observers.
Proposal
Through this manifesto, we ask our senators and representatives to study the possibility of implementing a decree through which all those ships that dock in Venezuelan ports, could not dock in US ports for a certain period of time, long enough as to discourage trade with the oppressive Venezuelan regime. At the same time, we propose a similar action for aircrafts that land at Venezuelan airports.
It would be a measure that would not involve the death or mutilation of a single American soldier. It would save billions of dollars to the taxpayers of the United States and help prepare the bases for a necessary uprising of a large part of the Venezuelan people.

Note 1 – Translation of Article 25 “Statute that governs the transition to democracy to restore the validity of the Constitution of the Bolivarian Republic of Venezuela.”
Article 25 – “Once the usurpation of the Bolivarian Republic of Venezuela by Nicolás Maduro Moros and other representatives of the de facto regime has ceased, the National Assembly shall ensure the continuation of the application of article 233 of the constitution. The president of the National Assembly shall exercise for thirty (30) consecutive days as president in charge of the republic in order to lead the process that leads to the formation of a provisional government of national unity and the adoption of measures necessary for the realization of free and competitive presidential elections. ”
Article 187 Number 11 of the National Constitution – Corresponds to the National Assembly: Authorize the use of Venezuelan military missions abroad or foreign in the country.
Article 233 of the National Constitution – Absolute faults of the President of the Republic: death, resignation, dismissal decreed by the Supreme Court of Justice, permanent physical or mental incapacity certified by a medical board appointed by the Court Supreme Court of Justice and with approval of the National Assembly, the abandonment of the office, declared by the National Assembly, as well as the popular revocation of his mandate.
When there is an absolute lack of the President-elect or President-elect before taking office, a new universal, direct and secret election shall be held within the following thirty consecutive days. While the new President is elected and takes office, the President of the National Assembly will be in charge of the Presidency of the Republic.
When there is an absolute lack of the President of the Republic during the first four years of the constitutional period, a new universal and direct election shall be held within the following thirty consecutive days. While the new President is elected and takes office, the Executive Vice President or Executive Vice President will be in charge of the Presidency of the Republic.
In the previous cases, the new President will complete the corresponding constitutional period.
If the absolute lack occurs during the last two years of the constitutional period, the Executive Vice President or Executive Vice President shall assume the Presidency of the Republic until the completion thereof.

Nos dirigimos en esta oportunidad a los senadores y representantes del partido republicano de Estados Unidos de América, en un desesperado esfuerzo por hacerles llegar una visión diferente a la que Uds. puedan tener sobre la tragedia venezolana y, muy especialmente, sobre el peligro que el régimen totalitario, genocida, infrahumano y tiránico de Nicolás Maduro – en sociedad con sus homólogos de Cuba, Rusia, Irán, China y Turquía – representa para la seguridad de Estados Unidos de América, sus ciudadanos y residentes.
En una entrevista que se le hiciera al embajador Otto Reich en la televisión de Miami (año 2006), éste aseguró que fue un grandísimo error estratégico por parte de las diferentes administraciones presidenciales estadounidense el no haber tomado en cuenta, seriamente, el “caso cubano”.
Desde que Castro llegó al poder en Cuba, en enero de 1959, gran parte del continente americano ha sentido y sufrido los estragos políticos, económicos, sociales y militares, generados por la mano del castro-estalinismo internacional, un régimen perverso que ha desarrollados operaciones militares, incluso, en países tan lejanos como Argelia (1963), Siria (1973), Angola (1975-1991), Congo (1975-1980), Etiopía (1977)… con participaciones en conflictos bélicos en Vietnam, Camboya y Afganistán.
En la Cuba de los castro se han entrenado terroristas islámicos y jóvenes hispano-americanos de ideología marxista. Cuba ha financiado movimientos guerrilleros comunistas en Bolivia, Nicaragua, El Salvador, México. Ha intervenido en gobiernos de la región como Jamaica, Guyana, Chile, Granada, Bolivia, Panamá y, por supuesto: Venezuela. Tiene décadas promoviendo la independencia de Puerto Rico, un estado libre asociado a Estados Unidos de América.
Cuba se ha prestado para servir como base del narco-tráfico internacional e, incluso, ha participado en operaciones de envío de estupefacientes a territorio estadounidense y ha infiltrado a sus agentes en las más importantes instituciones de defensa y de inteligencia de Estados Unidos de América.
Sin embargo, los peligros que ha representado el castro-estalinismo en la Cuba de los Castro, no es nada comparable con el daño que para la región, incluyendo a Estados Unidos de América, podría producir el régimen pro-castrista de Nicolás Maduro en Venezuela.
Venezuela está minada de elementos enemigos a Estados Unidos y o que nuestro país representa para el mundo occidental y para el planeta Tierra en general. Hay efectivos del Hezbollah cohabitando, desde hace más de una década, con los venezolanos, principalmente en la región nororiental del país. Venezuela está virtualmente tomada por fuerzas rusas, chinas e iraníes. Se está depredando las riquezas naturales no-renovable de uno de los países más ricos del mundo. Cobalto, uranio, oro, diamantes, hierro, bauxita, salen semanalmente hacia países enemigos de Estados Unidos de América.
Venezuela es un puente seguro e impune del narco-tráfico internacional. Heroína y cocaína salen hacia los mercados del Caribe, Europa, Estados Unidos y Canadá ante las narices de todos estos países afectados.
Cada día que pasa es un día a favor de este infernal enemigo y el mundo libre se niega a tomar las medidas correctivas, preventivas y defensivas necesarias.
La constitución venezolana en el numeral 11 de su artículo 187, contiene la herramienta para permitir la ayuda humanitaria por la vía de la intervención militar extranjera, sin embargo, nuestros representantes se niegan a invocarlo, a pesar de estar conscientes de que todos los días muere un contingente de ciudadanos venezolanos de la mano del hambre, de la falta de medicamento y del hampa direccionada, supervisada y financiada por el régimen de oprobio que nos destruye.
Nosotros en el Movimiento de Resistencia Nacional de Venezuela (MRNV) estamos total y absolutamente convencidos de que existe una complicidad tácita, muy evidente, entre la mal-considera oposición y el régimen genocida y maléfico que representa Nicolás Maduro.
Por un lado, se nos dice que Juan Guaidó es el presidente encargado de Venezuela, reconocido por más de 50 países del mundo libre y, sin embargo, la Asamblea Nacional ha publicado un estatuto con rango de ley (1), donde se asegura que para que la asamblea nombre a un presidente encargado, primero debe cesar la usurpación de la presidencia por parte de Nicolás Maduro. Es importante enfatizar que la mayoría de los partidos englobados en la llamada “oposición venezolana”, pertenecen a la Internacional Socialista… sus dirigentes son, de hecho: ¡socialistas!
Es impresionantemente increíble que mientras nuestro presidente, Donald Trump, ataca al socialismo en todas sus formas, reconozca a un grupo de supuestos-opositores que se declaran – abiertamente – socialistas:
Se nos está hablando con mucha insistencia la necesidad de ir a un proceso electoral. Tememos que ese proceso se llevaría a cabo sin las debidas garantías e, incluso, con la posible participación del usurpador Maduro: ¡algo insólito! El propio secretario de estado, Mike Pompeo, ha advertido recientemente, que ve con agrado un proceso electoral cristalino, pero luego de que Maduro sea depuesto del poder en Venezuela.
Vemos con mucho agrado la eliminación de la suspensión de los capítulos III y IV de la Ley Helms-Burton. Afectando a Cuba y liberándola del castro-estalinismo internacional, beneficiaría – en gran medida – la lucha por la libertad de Venezuela. Aprobamos, además, todas las sanciones aplicadas al régimen venezolano y a sus más allegados acólitos, sin embargo, nos parece que estas medidas alejan más la opción de una intervención militar de fuerzas combinadas para lograr la liberación total de nuestro sufrido país.
Creemos en la participación ACTIVA, GENERALIZADA Y SOSTENIDA del pueblo venezolano para luchar por nuestra libertad. Hemos venido proponiendo la paralización total de nuestro país, pero nos hemos encontrado con una neutralización de nuestros esfuerzos, a través de la matriz de opinión generada por quienes hoy lideran lo que el mundo entiendo por “oposición”. No sabemos, todavía, cómo esa facción política – supuestamente opositora – pretende lograr en Venezuela el cese de la usurpación, para establecer el necesario “gobierno de transición”, que nos permita – a la brevedad posible y una vez depurado el padrón electoral y nombrado una nueva directiva del Consejo Nacional Electoral – unas elecciones libres, cristalinas, competitivas y supervisadas – DEBIDAMENTE – por organismos y veedores internacionales.
A través de este manifiesto, le pedimos a nuestros senadores y representantes que estudien la posibilidad de implementar un decreto a través del cual todos aquellos buques que atraquen en puertos venezolanos, no podrían atracar en puertos estadounidenses por un determinado lapso de tiempo, lo suficientemente largo como para desanimar el comercio con el régimen opresor venezolano. De igual manera, proponemos una acción similar para con las aeronaves que aterricen en aeropuertos venezolanos.
Sería una medida que no implicaría la muerte o mutilación de un solo soldado estadounidense. Le ahorraría miles de millones de dólares a los contribuyentes de Estados Unidos y ayudaría a preparar las bases para una necesaria sublevación de gran parte del pueblo venezolano.

Nota 1 – Traducción del Artículo 25 “Estatuto que rige la transición a la democracia para restablecer la vigencia de la constitución de la República Bolivariana de Venezuela”.
Artículo 25 – “Una vez cesada la usurpación de la República Bolivariana de Venezuela por parte de Nicolás Maduro Moros y demás personeros del régimen de facto, la Asamblea Nacional velará por la continuación de la aplicación del artículo 233 de la constitución. El presidente de la Asamblea Nacional ejercerá durante treinta (30) días continuos como presidente encargado de la república a efectos de conducir el proceso que conlleve a la conformación de un gobierno provisional de unidad nacional y a la adopción de medidas que sean necesarias para la realización de elecciones presidenciales libres y competitivas.”
Artículo 187 Numeral 11 de la Constitución Nacional – Corresponde a la Asamblea Nacional: Autorizar el empleo de misiones militares venezolanas en el exterior o extranjeras en el país.
Artículo 233 de la Constitución Nacional – Serán faltas absolutas del Presidente o Presidenta de la República: la muerte, su renuncia, la destitución decretada por sentencia del Tribunal Supremo de Justicia, la incapacidad física o mental permanente certificada por una junta médica designada por el Tribunal Supremo de Justicia y con aprobación de la Asamblea Nacional, el abandono del cargo, declarado éste por la Asamblea Nacional, así como la revocatoria popular de su mandato.
Cuando se produzca la falta absoluta del Presidente electo o Presidenta electa antes de tomar posesión, se procederá a una nueva elección universal, directa y secreto dentro de los treinta días consecutivos siguientes. Mientras se elige y toma posesión el nuevo Presidente o Presidenta, se encargará de la Presidencia de la República el Presidente o Presidenta de la Asamblea Nacional.
Cuando se produzca la falta absoluta del Presidente o Presidenta de la República durante los primeros cuatro años del período constitucional, se procederá a una nueva elección universal y directa dentro de los treinta días consecutivos siguientes. Mientras se elige y toma posesión el nuevo Presidente o Presidenta, se encargará de la Presidencia de la República el Vicepresidente Ejecutivo o Vicepresidenta Ejecutiva.
En los casos anteriores, el nuevo Presidente o Presidenta completará el período constitucional correspondiente.
Si la falta absoluta se produce durante los últimos dos años del período constitucional, el Vicepresidente Ejecutivo o Vicepresidenta Ejecutiva asumirá la Presidencia de la República hasta completar el mismo.
